i really love the shading on this! simplistic in just the right places and detailed where it needs to be! my only critique would the lightning pattern on her clothes- it is a little distracting & might be hard to replicate on a consistent basis if you are planning on drawing her frequently
besides this, it is an overall wonderful character design!

in regards to the lightning pattern: that's just a brush making that pattern, so I don't have to draw every line by hand :3

does her hair get darker/more blue with the intensity of her emotions? or just different types of emotions?

Yeah, it's normally a pale blue, and its color and intensity will change based on her emotions. The color will get a bit more bright and vibrant when she's feeling happy, showing a more aquamarine glow, or turn a deeper blue when she's feeling...well...blue. And the intensity of her emotions will also affect the intensity of her hair color.

wonderful!! i love that the color's natural welcoming hues are paired with such eerie imagery-
it gives it such an unsettling feeling that i probably would have never felt towards the mask originally!
